2020-01-28
at 19:00 in “The Stocks”

A. Chair: RT.

B. Apologies:

D. Agenda items (see next paragraph for details).

  1. Smithy wood reprieve and what might we do to sustain it (See “Not Granted” below).

  2. Concern about the Black Bull, with owners now advertising for a manager.

  3. Appeal for information on the fate of the Old RBS site on The Common.

  4. Big City Consultation.

X. Any Planning concerns. See the penultimate section.

Y. Any questions or comments on the “Emails received”, “Information watch”, or “Outstanding Interests” sections below; or Any other business.

Z. To confirm or change the next meeting date of 2020/02/25. Whatever is decided will be put on conservation.ecclesfieldgroups.com

On the Agenda Items.

2 The owners of the Black Bull appear to be advertising for a new manager https://www.findmypub.com/properties/view/25611.

3 The old RBS site at 75 The Common, has been taken off the market – presumably sold. There has even been a suggestion on Facebook that it was bought to turn it into a Costa Coffee, (as is proposed for the old Kenning Truck Centre of Penistone Road).

4. Sheffield City Council are asking people to list the top 3 things that need improvement. I will bring a paper copy to the meeting, but anybody can make their own submission at https://sheffield.citizenspace.com/policy-improvement/sheffbcc/ . There is also what might be another Council survey which people can fill in at Ecclesfield Library.

The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.

Information watch

Outstanding interests

If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.

* We still have to move our website to https:, and copy our photographs and other historical material to the low-cost Amazon cloud.

* We have purchased the bits and repaired our Gazebo. The Flag Banner modifications still ongoing.

* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets. Also, The Star (Aug 16th) reported on 20 historic buildings (none of them in Ecclesfield) which Sheffield City Council are trying to save.

* We are continuing to liaise with the Frack-free Group to find out whether fracking waste is coming to Ecclesfield.

* Following our submission to it, 361 respondents agreed, as we did, that Local Authorities should have a duty to consult before felling street trees. However, 367,disagreed. In spite of what might appear a narrow defeat, the Government has published their intension to press ahead with an Environment Bill, including the duty to report, although this still has to be re-introduced into parliament following the December election.

*  We have a baseline figure for the radioactivity in
Blackburn brook, ready to check for any increase, whether due to fracking or any other discharges. However, it occurred to me recently that if anybody can suggest a suitable access point, a measurement upstream of FCC environmental might also be useful.

*  We have a fireproof trunk for
storing archive material. Members might prefer a more generally accessible location if one can be found [As well as perhaps other things such as our Gazebo].

*  We still have plans to survey
major trees within the Conservation Area. If we get a “duty to report”, then we might want to concentrate on those to which the new duty applies.

*  Sheffield City Council’s
alcohol licensing system is still not on-line. This not only makes it difficult for anybody to find out what restrictions apply to any licenses granted in the past, but we may be missing some of their new decisions, since we can only see the latest (2 week?) decisions.

New planning applications

The following planning applications and appeals were found by searching for Ward = “East Ecclesfield”, Parish = Ecclesfield Parish Council”, postcodes S35 9?? and S35 1TE, validated from 2nd Oct to 25th Nov 2019. [You may be able to click on the underlined links, and then the [Documents] tab to see the drawings etc. Otherwise, just go to planningapps.sheffield.gov.uk/online-applications/, then enter the “Ref. No” for the application you are interested in.
The contents of brackets and italics are my interpretations, made after briefly scanning some of the planning documents]

Presumably because we do not have a December meeting, a number of the applications below have been approved without us being able to discuss them ...

Still pending

Granted

Not Granted

The next SCC Planning Committee meeting is on 17th December 2019, but I could not see any Ecclesfield applications mentioned in the agenda. Interested members might be able to check the agendas for the next meeting, which is on 18th February and further meetings nearer the time at democracy.sheffield.gov.uk/ieListMeetings.aspx?CommitteeId=373 .
