A.    Chair: Roger Tordoff.

C.    Apologies:

D.    Agenda Items (only one agenda item, and only one planning application, so the meeting might be short enough to allow attendees to see tonight’s football match).

     1. Reports of the meeting in the Travellers, and discussion of any submission to the inquiry into fracking at Marsh Lane.

X.    Any Planning Concerns. See the penultimate section.

Y.    Any questions or comments on the “Emails received”, “Information watch”, or “Issues remaining”. sections below; or any other business.

Z.     Confirmation, or change to scheduled next meeting date of April 24th.

On the Agenda Items

1. The inquiry into INEOS’s proposal to Frack near Marsh Lane is scheduled to last 8 days starting on 10a.m. 19th June 2018 at the Market Hall, Assembly Rooms, Soresby Street, Chesterfield. If anybody has any suggestions as to what the Conservation Group might be able to contribute, let me know. Note however that I have read that only “material considerations”, not just “strength of public feeling” are considered. If anybody wishes to attend, then they are asked to come on the first day to make this known.

I should note that the injunction obtained by INEOS which Councillor Steve Wilson told us about, and which made certain “direct” actions illegal, can be seen at https://www.judiciary.gov.uk/wp-content/uploads/2017/11/ineos-v-unknown-judgment.pdf. Although my text search of its 47 pages drew a blank for “FCC Environmental”, “Starnhill” (Close), “Ecclesfield” or “Blackburn” (Meadows), I could not see anything preventing the injunction being extended to Ecclesfield should INEOS feel the need. However, if anybody objects to the injunction, then they might want to check out the fundraiser at https://www.crowdjustice.com/case/fracking-round2/.

We have received another reply to our enquiry about fracking. The list of respondents is now
Andy Bainbridge;
Steve Wilson;
Pauline Andrews;
and
Anthea Browning.

As background; we understand that applications have been made to begin exploratory work to drill for gas in Rotherham and Derbyshire, and INEOS has been granted a permit to treat any wastewater at Starnhill Close (off Station Rd), Ecclesfield. INEOS has offered an estimated £2.5 billion in compensation, but as far as I can see, only to people living near the wells. More recently, Sheffield City Council has passed a motion opposing fracking on Council Land.

The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.

Communications received, e.g. on ecclesfield.conservation@gmail.com.

Information watch

Issues from previous minutes

If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
*    Our on-line archive and website need attention.
*    Designs for the pop-up banners are still in progress.
*      We have a fireproof trunk for storing archive material. Members might prefer a more generally accessible location if one can be found [As well as perhaps other things such as our Gazebo].
*      We still have plans to survey major trees within the Conservation Area.
*      Sheffield City Council’s alcohol licensing system is still not on-line. This not only makes it difficult for anybody to find out what restrictions apply to any licences granted in the past, but we may be missing some of their new decisions, since we can only see the latest (2 week?) decisions.

New planning applications

The following planning applications were found by searching for Ward = “East Ecclesfield”, Parish = Ecclesfield Parish Council”, postcodes S35 9?? and S35 1TE, validated from 8th Feb 2018 - 25th Mar 2018. [You may be able to click on the underlined links, and then the [Documents] tab to see the drawings etc. Otherwise, just go to planningapps.sheffield.gov.uk/online-applications/, then enter the “Ref. No” for the application you are interested in.
The contents of brackets and italics are my interpretation - made after briefly scanning some of the planning documents]

101 Town End Road Sheffield S35 9YX
Ref. No: 18/00993/LD2 | Received: Mon 12 Mar 2018 | Validated: Mon 12 Mar 2018.
[2018-03-24 Awaiting decision. No 101 lies beyond the Conservation Area, and neither the old conservatory or the new extension appear to me to be visible from the road. Also, the layout submitted with the application shows the extension being outside the what the applicant conjectures to be the borders of the Green Belt, and I could not see any large or important trees that would be affected.]P

Decided

Alcohol Licensing

·      The link to the current Licensing Act Applications did not seem to be working, nor did the licensing contact web page, or the email address I had for them. I therefore printed the email out for posting to them.
