Agenda
for the Conservation meeting of
2018-04-24 at 19:00 in “The
Stocks”
A. Chair: Roger Tordoff.
C. Apologies: MM phoned to say that she is handling a crisis and might be late.
D. Agenda Items
Possible fracking water processing in Ecclesfield.
Possible building on green belt land between Whitely Lane and Chapeltown Road.
Maintenance of heritage boards.
X. Any Planning Concerns. See the penultimate section.
Y. Any questions or comments on the “Emails received”, “Information watch”, or “Issues remaining”. sections below; or any other business.
Z. Confirmation, or change to scheduled next meeting date of April 24th.
1.
I
am still hoping to register our objection to INEOS’s proposal to
Frack near Marsh Lane, however I can’t yet see a way of doing this.
The inquiry is scheduled to last 8 days starting on 10a.m. 19th
June
2018 at the Market Hall, Assembly Rooms, Soresby Street,
Chesterfield. If anybody wishes to attend, then they are asked to
come on the first day to make this known.
As
background; we understand that applications have been made to begin
exploratory work to drill for gas in Rotherham and Derbyshire, and
INEOS
has been granted a permit to treat any wastewater at Starnhill
Close (off Station Rd), Ecclesfield. INEOS has offered
an estimated £2.5 billion in compensation, but as far as I can see,
only to people living near the wells. Also,
AR said that he emailed INEOS about the proposed processing of the
wastewater in Ecclesfield, but got no reply.
2. Although I could not find an actual planning application, we have been told that "Strata Homes" are preparing to build on one or more of the fields between Whitely Lane and Chapeltown Road. It has just been surveyed, and we were told that the land owners were insisting that the horses currently on one of the fields had to be moved. The area is Green belt and policy Policies G6A, F2(h) should apply.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
Communications, e.g. on ecclesfield.conservation@gmail.com.
We have sent our objection to the the proposal for the demolition of the old co-op at 62-64-66 High Street in to the Government’s appeal inquiry. The SCC case officer kindly confirmed the procedure to us, but we are still learning how best to respond to such appeals.
If any members can help, or want to bring any of the following up for
any other reason, they can do so in any other business.
* Our
on-line archive and website need attention.
*
Designs for the pop-up banners are still in progress.
*
We have a fireproof trunk for storing archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].
*
We still have plans to survey major trees within the
Conservation Area.
* Sheffield
City Council’s alcohol licensing system is still not
on-line. This not only makes it difficult for anybody to find out
what restrictions apply to any licences granted in the past, but we
may be missing some of their new decisions, since we can only see the
latest (2 week?) decisions.
The
following planning applications were found by searching for Ward =
“East Ecclesfield”, Parish = Ecclesfield Parish Council”,
postcodes S35 9?? and S35 1TE, validated from 8th

Awaiting decision: Most of the flats seem to have been
turned round from the previous plan, perhaps to give them less
window/noise exposure. I will bring a printout to the meeting so
that people can see the new proposal. However in parallel to this
there is an appeal against
the previous application for the same building 17/04529/ORPN,
presumably after that and 17/03386/ORPN were refused. Reasons
for the SCC refusals included the results of noise measurements
and concluded "the building is not suitable for
residential use".]

decision. No 101 lies beyond the Conservation Area, and neither the
old conservatory or the new extension appear to me to be visible
from the road. Also, the layout submitted with the application shows
the extension being outside the what the applicant conjectures to be
the borders of the Green Belt, and I could not see any large or
important trees that would be affected.]P

until 2018-03-02. This is the full planning application for a house
on land for which provisional permission for 2 houses has already
been conditionally granted. The land currently forms the long back
garden of No. 135 which lies adjacent to the Kindergarten car park,
and continues almost to the lake.
Objections have been lodged
by Mr Steer and the Ecclesfield Dam Fishing Club on the grounds of
lack of permission for the proposed vehicular access from the
Kindergarten car park. The application is accompanied by a very
detailed 85 page report on contaminants in the "made ground"
of the garden, and details of their possible remediation. Most
recently, the applicant has provided Land Registry plans for his
site, the embankment, and the pond. ]

is the first farm on the right, after the railway bridge. The white
square windows and corrugated metal roof of the barn are just
visible behind the farm house. The previous submission was rejected,
with the “re-cladding in stone”, and “additional dormer
window” being mentioned by in the officer’s report. I am not
sure what problems the dormer windows create, but they still seem to
be in the plans.]

This is the site of the old Hobson’s butchers. They have already
got planning permission for the two blocks of link-detached houses.
As drawn in the plans, the garages are attached, and in compatible
brick. There appear to be only 4 garages for five houses, but each
garage is set back, leaving a car-standing. Grant conditions include
provision of 2 bat and 3 bird boxes, and “...demolition works can
only proceed once all chicks have fledged”.
