1. The Government’s consultation
on permitted development rights for fracking closes on 25th
October.
In
case anybody wants to look into it further and perhaps register some
comments, the Environment Agency (EA)
are consulting on an industry proposal
to “benefit
some waste activities and installations
though
a reduction in their subsistence charges”
[Exec
summary]. I think these subsistence charges rise with
“scores”
which the EA
derive by adding together amounts for each
infringement.
They give the example of a firm that releases NOx, SOx, and CO, and
whose three scores would currently be totaled. Under the new
proposals, they
might
only be penalized one score
[Section
4.1]. Also, whereas currently, the EA
only suspend scores for 6 months, even if improvements are still
being carried out, they are now proposing that “...scores
will be suspended for six months, and after this point we will carry
out a review in order to consider extending the period of suspension
further.”

Although the proposal seems to me like a relaxation,
I
don’t understand the constraints
under which
the EA have to work, or even parts of the proposal document itself.
Also, the EA reported a
major
increase in fines for environmental offenses to £25.5 million for
2017, so I assume that they are doing some things right. The
consultation ends on 29th
October
2018.

We received a further complaint from SM about signs and bright lights outside the player’s bar spoiling the view of the church from Reneville Drive.
The Government is consulting on National Parks
The latest HS2 publication mentioned the “electrification of the Midland Main Line between Clay Cross and Sheffield Midland Station”, saying “This work is required to enable HS2 services to connect to Sheffield via Chesterfield”.
Ecclesfield Primary school appeared in a list of SCC schools containing asbestos.
The Star reported that No 8 and 8a bus services will be diverted via Chaucer Road and Yew Lane, due to parked cars on Greaves Road. Also, No. 20 will be diverted via Monteney Road, and the No.7 at 11:35 canceled.
South Yorkshire Police have warned that an “X” appearing over a carriageway on the smart motorway sections of the M1 indicate mandatory lane closure. The police say that vehicles have remained in those lanes while emergency vehicles were trying to get to an accident, and they might have to prosecute offenders.

Pagasus Group have just responded to
the objection of August 2018 from the Woodland Trust saying that it
“failed to properly consider” the 2018
revision of the National Planning Policy Framework. The response
claims that
the “Extra
MSA application at J35” is supported by “wholly exceptional
reasons” and the existence of a suitable compensation strategy.
This Pegasus explains means that the decision has to be taken by
weighing (alongside other material considerations) the “public
benefit” against the “loss or
deterioration
of habitat…”, and “The
test relating to alternative sites ... solely … relates to
significant harm to biodiversity.” However, the (alternative?)
proposal for a Motorway
Service Station on the M1 at Junction 33,
showed no further documents since 12 Sept 2017.
