Agenda
for the Conservation meeting of
2019-02-26 at
19:00 in “The Stocks”
A. Chair: RT.
B. Apologies
C. Approval or amendment of the minutes of the last meeting before making public on the Internet
D. Agenda Items
Email from the Council about their empty house on Church Street.
Reply from the Council on our suggestion of a Grant for the old co-op on the High Street.
Progress on Banners.
X. Any Planning concerns. See the penultimate section.
Y. Any questions or comments on the “Emails received”, “Information watch”, or “Issues remaining”. sections below; or any other business.
Z. To confirm or change the next meeting date of 26th of Mar.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
“Sheffield Environmental” have had some success keeping litter down at Smithy Wood. Their next litter pick is at 10:00 on 3rd March. They suggest parking on Smithy Wood Road, and bringing gloves, strong boots and weather-appropriate clothing, but say that litter picks and bags will be provided.
Hothouse Partnerships (St Moriz self tanning), is reported to be creating 40 jobs on the Nether Lane Industrial Estate.
The Star has reported that the Council are still in negotiations on McDonald’s application for the old Police training school on Green Lane, and are expecting a response on plans for traffic and highways management. I will bring a copy of our objection in case anybody thinks we should add anything.
The SCC’s 9th January council minutes said that Andy Bainbridge is representing them on the River stewardship Company. If anybody has any proposals for our rivers and streams, then we could discuss them with him.
SCC have declared a “Climate Emergency”. They are hoping to be able to find a plan which would enable them to bring their carbon-neutral target date forward from 2050 to 2030. Actions include banning idling outside schools, (although idling can already be subject to a penalty).
The SCC’s Chief Planning Officer has told Greg Fell that “for major applications a public health opinion would always be sought”. Members might want to consider referring to this in any additional comments we might make on McDonald’s application for the old Police Training site.
Ecclesfield Police Station opening times have changed to 12-8pm Mon-Wed, 8am-4pm Thur-Sat.
A new petition has appeared, against subsidies for fracking and other non-renewable energy industries at https://petition.parliament.uk/petitions/238119. Wikipedia lists pros and cons.
Regarding our objection to the proposal that the Environment Agency combine and suspend scores (I.e. penalties), a link to the EA’s decision not to pursue this for 6 months were emailed to Frack Free Ecclesfield & Chapeltown, explained to this month’s meeting, and a printout given to the representative of Sheffield Against Fracking.
I will bring to the meeting, a copy of our
reply, to the government’s consultation on “Trees &
Woodland”. Our last meeting decided to support the suggested “duty
to consult”, however, in case anybody wants to also make an
individual reply, I should mention that the consultation
is open until 28th Feb.
Regarding our trees here in
Sheffield, SCC say they have offered “mediated talks” with STAG,
and are proposing to produce a “tree strategy” looking “at the
long term future for street trees.
Outstanding issues
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
*
We have a baseline figure for the radioactivity in Blackburn brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* I have been
experimenting with, but am still not happy with the more secure
website at https://ecclesfieldgroups.co.uk/
If anybody has any comments on doing something similar with, or any
other aspects of our website, just let me know.
*
Designs for the pop-up, and horizontal banners
are still in progress – see
above.
*
We have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].
*
We still have plans to survey major
trees
within the Conservation Area.
*
Sheffield City Council’s alcohol
licensing
system is still not on-line. This not only makes it difficult for
anybody to find out what restrictions apply to any licenses granted
in the past, but we may be missing some of their new decisions, since
we can only see the latest (2 week?) decisions.
The
following planning applications and appeals were found by searching
for Ward = “East Ecclesfield”, Parish = Ecclesfield Parish
Council”, postcodes S35 9?? and S35 1TE, validated from 12th
Jan 2019

Awaiting decision: This is a modified version of an
application granted last month. The stated change is to the colour of
the render, which is now said to be “chalk”. The
drawings have been re-presented, perhaps redrawn, but I did not spot
any significant difference, apart from the fact that I could not find
the rather copious notes of the originals.
As said last month,
No. 145 is part of the first
pair of semi-detached houses from
Ecclesfield in the row of semis set
back from Yew Lane. The extension is
attached to the half of the semi
furthest from Ecclesfield, and
extends both into the back garden and sidewards towards the second
pair of semis.

of The Wheel. It is one of the furthest from the centre of
Ecclesfield. This application seeks to "Convert existing 4

Much
of the work seems to be internal, and there is no increase in floor
space. uPVC Windows are mentioned, but these are said "to match
adjacent cottage".
