Agenda
for the Conservation meeting of
2019-03-26 at
19:00 in “The Stocks”
A. Chair: RT (But may not be able to make this month’s meeting).
B. Apologies
C. Approval or amendment of the minutes of the last meeting before making public on the Internet
D. Agenda Items (see below for details)
Old co-op building and the Government’s Future High Streets Fund - Report and discussion.
Which issues are members most interested in ?
Banners - Progress report and discussion.
Petition for a 30 mile per hour speed limit on Yew Lane – see communications below.
Frack-Free Ecclesfield and Chapeltown - Attendance report and discussion.
X. Any Planning concerns. See the penultimate section.
Y. Any questions or comments on the “Emails received”, “Information watch”, or “Issues remaining”. sections below; or any other business.
Z. To confirm or change the next meeting date of 23rd of April.
1. Ecclesfield High Street has not been chosen as one of Sheffield’s four “Expressions of Interest”, so there will be no money to help renovate the old co-op from this source. On the other hand in putting Ecclesfield High Street’s case, we seem to have created so much fuss that we have been offered a meeting with a top Sheffield City planner. One way of making use of this opportunity would be to compile a list of questions, point out the sites involved, and report back with the answers. Alternatively or in addition, we could offer to contribute to any “strategic plan”, which the Parish Council might agree to prepare – see Information Watch below.
2. A list of the issues we are interested would be useful, both in selecting text for the banners, and to promote and organise our web site. Each issue might be most effective if it could be reduced to a single keyword or key phrase. For instance, if we signed up to be a Defra Stakeholder, (as we were invited to after we responded to their consultation on trees), we might want to include the keyword “environment”.
3. We now have a template for the flag banner, and equivalent for the horizontal banner.
5. A white MAN tanker like those from the Mission site has been spotted unloading or loading at FCC.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
Communications, e.g. on ecclesfield.conservation@gmail.com.
Thanks to KM for being first in giving us the good news about the withdrawal of the application for a McDonald’s on the Common – see “Decided” below.
We received a copy of a petition for a speed limit on Yew
Lane.
[I therefore checked, and found
https://www.southyorks.police.uk/find-out/news/2019/march-2019/community-speed-watch-relaunched-following-requests-from-the-public/
which invites people to help reduce traffic speeds.
In
case anybody wants to talk about this, I should say that SY Police
often attend Ecclesfield Library on Saturday morning. Alternatively,
there are sessions every fortnight at Chapeltown library, the next
of which I calculate, should be at 10:30 on 4th
April.
I also found that
https://www.collisionmap.uk/,
for the 3 years to 2017 found 1 serious (car–pedestrian) accident
and three slight accidents on Yew Lane. This looked only be typical
of other major roads through Ecclesfield - apart from the fatal
accident showing on Ecclesfield Road, which I seem to remember being
put down to flooding.
I also looked on
https://www.speedcameramap.co.uk/
and found that the nearest speed cameras listed are on
Ecclesfield Road, opposite to the School, and (two) on Penistone
Road i.e. none on Yew Lane ].
The Wheel is to have a maximum lorry weight imposed of 7.5 tonne. Presumably it takes effect when notices to that effect go up.
Butterthwaite Lane seems to have re-opened as a bridle/walkway, with what looks like a new bridge.
Our Ecclesfield Parish Council has been recommended to have meetings in different neighbourhoods. The report was commissioned by Sheffield City Council as a result of complaints, and contained 29 recommendations, including that it prepare a “long term strategic plan” for the Parish.
A plan for HS3, (now renamed Northern Powerhouse Rail - NPR) has been presented to Government. Among other things, it suggests that Sheffield to Leeds times could be reduced from 41 to 26 minutes along the Hope Valley line.
Both our MP Angela Smith and our East Ecclesfield Councillor Steve Wilson have resigned from the Labour party, and the latter has been replaced as Labour candidate for the May 2nd election. https://www.thestar.co.uk/our-towns-and-cities/sheffield/sheffield-councillor-quits-labour-days-after-mp-wife-defects-1-9622320. They remain in post, but there are petitions about this, such as https://petition.parliament.uk/petitions/236800 .
The government has published a study of hybrid gas boiler/electric heat-pump systems. This seems to be in line with the Chancellor’s spring statement saying that new properties would have to use “alternative” heating systems from 2025.
If you want to see petitions on conservation related issues; the anti “B” word petition currently heading for 6 million signatures; or the several opposing petitions, just go to https://petition.parliament.uk/petitions?state=open. As with all such parliamentary petitions, all they require is your name, email address and Postcode to confirm validity.
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.

submission

Trees.
*
We have a baseline figure for the radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* I have been experimenting
with, but am still not happy with the more secure website
at
https://ecclesfieldgroups.co.uk/
If anybody has any comments on doing something similar with, or any
other aspects of our website, just let me know.
*
Designs for the pop-up, and horizontal banners
are
still in progress – see above.
* We
have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our
Gazebo].
* We still have plans to survey
major
trees within
the Conservation Area.
* Sheffield City
Council’s alcohol
licensing system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.

Grant conditionally: This is a modified version of an
application granted last month. The stated change is to the colour
of the render, which is now said to be “chalk”. The drawings
have been re-presented, perhaps redrawn, but I did not spot any
significant difference, apart from the fact that I could not find
the rather copious notes of the originals.
As said last month,
No. 145 is part of the first pair of
semi-detached houses from Ecclesfield in the row of semis set back
from Yew Lane. The extension is attached to the half of the semi
furthest from Ecclesfield, and extends both into the back garden and
sidewards towards the second pair of semis.

The Council offered the applicants the option of withdrawing the
application or having it refused, and the applicants chose to
withdraw. The email insisting on these options was dated 6th
March
and the applicants reply was dated 12th,
which may indicate that this was not a difficult decision for the
applicant. The Council quoted “highway and other issues” as the
reason why they would not approve the application without
modification. I could not see the Council’s email asking for
modifications, nor was there the list of reasoned arguments which
would have accompanied the officer’s report had it needed to go to
the Council’s Planning Committee. However, the first objection
listed in our submission was “ACCIDENT RISK”, and this does seem
to have been the “material consideration” which carried most
weight. Of course, this leaves the old Police Training facility
available for sale.
