Agenda
for the Conservation meeting of
2019-04-23 at
19:00 in “The Stocks”
A. Chair: RT.
B. Apologies
D. Agenda Items (see below for details)
Conservation Flag Banner.
Possible article 4 directions for old co-op and other buildings in Ecclesfield.
Sale of Players Lounge.
X. Any Planning concerns. See the penultimate section.
Y. Any questions or comments on the “Emails received”, “Information watch”, or “Issues remaining”. sections below; or any other business.
Z. To confirm or change the next meeting date of 28th of May.
2. The Star reported that Sheffield City Council could not prevent the old (1913) Coroner's Court near the Wicker being demolished because the SCC had not previously made an article 4 direction to remove permitted development rights. I therefore wondered whether we should investigate this. We might for instance want to prepare a list of buildings, and ask the SCC to make article 4 directions for them. I found a reference to these having been obtained for buildings in the Broomhill and NetherEdge Conservation Areas, but I could not find any references to Ecclesfield.
3.
The
Players
Lounge
on Yew Lane, is being advertised at a price of £495k”. Members
will of course get the opportunity to support, object, or just
comment on any
planning
applications that come up for the site. Meanwhile, if members wished,
we could use our web site to link to and thereby promote the
advertisement at
https://realla.co/details/a1cce6da37fc41b498b6cd3681a34d3f
which says…
“Internet,
Lounge, Modern, Semi-detached office” and
“0.5
acres”
and/or
the one at
https://www.proplist.com/property/crosthwaite-commercial/sheffield/yew-lane,
which says
instead
…
“Potential
for 2 detached, 4 semis, &
4
apartments”.
RT has also seen a Facebook post about it, so we could link to that
and any members who are on Facebook could discuss it.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
Anti-Fracking groups have said that FCC’s permit for processing radioactive fracking waste in Ecclesfield only allows half the amount of radioactive waste to be disposed of than at the Company’s Knostrop site on the River Aire in Leeds. On the other hand, Yorkshire Water are saying that they are “currently unaware of any firm proposals” for fracking water to be sent to their “Knostrop Waste Water Treatment Works”.
There is a petition asking the Government to “Enforce a (marginal) carbon tax to fight climate change” at https://petition.parliament.uk/petitions/251884. Because it is new any signatories registered now, would lift its position and make it more visible. This should gain still more votes, giving the petition a chance of reaching the threshold at which the Government has to take notice.
Our East Ecclesfield Ward has more candidates for City Councillor in the May 2nd election than any other Sheffield Ward !!!
The Star reported that a tree was set alight in Church Street, as well as reporting several arson attacks in gardens around Sheffield. The Star suggests ringing 101 to give SY Police any information. If anybody knows of any combustible material around, then we could discuss how to dispose of it. Alternatively, if it is their own property they are worried about, then members could consider an intumescent paint, or for absorbent materials, flame proofing. Unfortunately I could not find any advice on protecting our bins apart from https://www.wmfs.net/news/wheelie-bin-arsonists/
There is a garden competition for Sheffield City Council housing tenants to “win garden vouchers worth up to £100”.
Weekly freetech workshops start in Ecclesfield Library at 1pm on Monday 13th May.
From https://www.collisionmap.uk/ it looks as if the worst junctions in Ecclesfield are Cowley Lane – Nether Lane (now modified) and Ecclesfield Road and Deep Lane. The latter had 1 serious and 1 slight accident per year from 2015 to 17.
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. The new shop in the building is even advertising. You can see what they do on page 5 of http://www.looklocal.org.uk/read-online/. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets.
* The last meeting of the Ecclesfield and Chapeltown Anti-Fracking Group could not be sure that the white MAN tanker I saw in Ecclesfield was from a fracking site. We are therefore continuing to liaise with the Group to find out whether fracking waste is coming to Ecclesfield.
*
It is a bit early yet, but following our
submission
to it, we are expecting the Government to publish the results of
their Consultation
on Protecting and Enhancing England's Trees
and make a decision.
* We have a baseline figure for
the radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* I have been
experimenting with, but am still not happy with the more secure
website
at
https://ecclesfieldgroups.co.uk/
If anybody has any comments on doing something similar with, or any
other aspects of our website, just let me know.
*
Designs for the horizontal banner
is still
in progress – see the agenda above for the flag banner.
*
We have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].
*
We still have plans to survey major
trees
within
the Conservation Area.
* Sheffield City Council’s
alcohol
licensing
system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.
The
following planning applications and appeals were found by searching

Awaiting
decision: The house is accessed from the road which veers off to the
left of Jumble Lane, just before the M1. No 15 is to the left as
this road turns left towards the Cattery / Hartwell House. The plan
was marked “TOTAL PROPOSED EXTENSION 112.8M3, and suggests that
this is just less than one third the volume of the existing house.
The applicants may have chosen this ratio
because of the definition of “minor
addition” in Sheffield City Council’s Guideline
9 - “Extensions in the Green Belt ...”. This guideline does
however add that each application is to be judged on its merits and
mentions the impact of the proposed extension to the open character
of the Green Belt. Since
the extension appears to run along the edge of the road, it might be
thought to close off part of the Green Belt. On the other hand, no
objections have appeared on the site and I have not yet managed to
get up to see the site to see it. ].

The next SCC Planning Committee meeting does not list any “Ecclesfield” applications, but anybody concerned about the following meeting which is on 14th May might be able to check when the agenda is published nearer the time at democracy.sheffield.gov.uk/ieListMeetings.aspx?CommitteeId=373 .
I did not find any alcohol Licensing Applications for “Ecclesfield” or “S35 9” in the pending applications list dated 15th March 2019.
