1. Our insurance has been renewed at a cost of £117. A copy of our insurance certificate can be seen at http://conservation.ecclesfieldgroups.com/Public_Liability_Certificate_Web.pdf
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
The Players Lounge is still for sale.
Fortunately perhaps, the Anti-Fracking group has still not identified any tankers coming to Ecclesfield from, for example the “misson” site towards Doncaster. They say that some fracking waste has been taken to Leeds, however fracking in general seems to be in retreat.
The Police Enquiry office on Green Lane says it is closed until the end of June.
Ecclesfield Library are holding their AGM at 19:00 on 22nd July http://www.ecclesfieldlibrary.co.uk/2019-07-22-agm.pdf . They ask that anybody wishing to attend to tell the library beforehand.
The Police have asked everybody to check outbuildings etc. for missing Minod Monger. His family have also been asking people whether they have seen their son, and the Police have driven a huge poster around the Remington Road area, but as of today he does not seem to have been found. https://southyorks.police.uk/find-out/news-and-appeals/2019/june-2019/missing-minod-monger-from-sheffield/
Morrisons have taken down the community noticeboard which used to show our meeting dates, but say that the noticeboard will be returned during the store’s re-refurbishment.
There is a petition to prevent the VAT on renewable energy products going up from 5% to 20% on 1st October. There may be exceptions for residential installations by recipients over 60 or on benefit, but if anybody wants to try to get the number of signatories up to the point where the Government is forced to answer, they can go to ... https://petition.parliament.uk/petitions/260903
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. The new shop in the building is even advertising. You can see what they do on page 5 of http://www.looklocal.org.uk/read-online/. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets.
* The last meeting of the Ecclesfield and Chapeltown Anti-Fracking Group could not be sure that the white MAN tanker I saw in Ecclesfield was from a fracking site. We are therefore continuing to liaise with the Group to find out whether fracking waste is coming to Ecclesfield.
*
It is a bit early yet, but following our
submission
to it, we are expecting the Government to publish the results of
their Consultation
on Protecting and Enhancing England's Trees
and
make a decision.
* We have a baseline figure for the
radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* I have been
experimenting with, but am still not happy with the more secure
website
at
https://ecclesfieldgroups.co.uk/
If anybody has any comments on doing something similar with, or any
other aspects of our website, just let me know.
*
Designs for the horizontal banner
is still
in progress – see the agenda above for the flag banner.
*
We have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].
*
We still have plans to survey major
trees
within
the Conservation Area.
* Sheffield City Council’s
alcohol
licensing
system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.
The
following planning applications and appeals were found by searching
for Ward = “East Ecclesfield”, Parish = Ecclesfield Parish
Council”, postcodes S35 9?? and S35 1TE, validated from 22nd
May 2019
to
24th
June
2019.

in.

contents of brackets and italics are my interpretation - made after
briefly scanning some of the planning documents]
Single-storey
rear extension to dwellinghouse - the extension is 7 m from the rear
of the original dwellinghouse, ridge height no more than 4 m and the
height of the eaves 2.7 m
115 Jumble Lane Sheffield S35

Ref. No: 19/01978/HPN | Received: Wed 29 May 2019 |

[2018-06-22: Awaiting
decision. This is the property on the corner of the road leading to
Hartwell House. The application says that the single storey
extension is 7m from the rear of the property, to a height of 4m. It
thus extends into the large garden.
The application form says
that this is a "Notification for Prior Approval" as a
"General Permitted Development", (i.e. not a planning
application). from the brief details this looks as if this merely
refers to the "side extension" for this house which we
considered previously and decided not to object to.
However,
since this is the first time we have seen a “Permitted
Development”, I took the opportunity to look at the act referred
to and set out here what I found...
Looking at
http://www.legislation.gov.uk/uksi/2015/596/schedule/2/made
I think there can still be an objection if
...
* the area of the extension
exceeds 50% of the garden area; or
*
the maximum height exceeds that of the highest part of the existing
dwellinghouse; or
* the height of the
eaves exceeds the height of the eaves of the existing dwellinghouse;
or
* the extension extends beyond the
front of the original dwellinghouse; or
*
the proposal increases the width of the front of the
dwellinghouse.
Presumably the plans satisfy each of these
requirements. There may also be other requirements. One of these
seems to be a limit of 4 metres behind the original dwellinghouse,
but I can't square this with the 7m declared in the application
form. If members want, we could presumably look into or investigate
this further.]

from Ecclesfield, slightly raised from the level of The Wheel. I

to be confined to the rear or the house.]

Status: Awaiting decision: This is the large, fairly-new detached
house, at the top of Scholes rise, just behind the High Street. The
proposed two storey extension, extends the width of the two storey
house to encompass the full width of the double garage in front of
it, and may be over-development. There is an objection from an
occupant of the High Street, whose lower lying garden ends close to,
and could be overlooked by the extension.]

This and the application below refers to the old NHS PCT building.
There were noise objections, which caused the council to reject
plans for 18 flats. The drawings submitted here and in the
application below show only 3 flats per floor, making 9 in total.
These are all located towards the front of the building, which may
avoid the noise from the transport firm and industry at the rear.
The rest of the floor space appears to be unused.]

Awaiting
decision: This seems to be an additional entrance to Morrisons
Petrol station and car park. Space seems to have been obtained by
moving the recycling bins, but I could not see where these are
proposed to be moved to. There is already one objector, who sited
the difficulty traffic already has in turning from Station Road onto
the common at peak times, and which would presumably be made worse
by the proposed entrance into Morrisons. Also the possibility that
some drivers would use the new entrance to cut through Morrisons to
avoid this. Also, Ecclesfield Police Station with its emergency exit
opposite to the proposed new vehicular access, did not seem to be on
the list of organisations consulted or informed of the proposal]
Erection

2019
[ 2019-06-24: Awaiting decision: This application is
being made on behalf of Peel Logistics. They propose a 31,818 square
meter transport hub. This is serviced by 294 parking spaces,
including 34 covered cycle spaces - with showers, 22 disabled
parking spaces, and 18 EV charging points.
Total energy
consumption is predicted to be 691MWattHour/year. To put this
in perspective, at 3p a kWattHour the total energy bill would
be £21k/year. Installed electric lighting is rated at only 6.2 KW,
which may be one reason why Solar panels are only promised to offset
10% of the total energy demand. The balance of energy consumption
seems to be accounted for by gas powered condensing boilers.
The
building is described as being on a plateau and offices, accessed by
a lift are included, which may be why the height of the roof apex
would be 18 meters. Although the site is positioned away from Nether
Lane, and
twenty-two extra heavy standard trees plus ten heavy standard trees
are promised, this does mean that the building would be visible from
several places in Ecclesfield. Blackburn
brook is just behind the site, but the applicants say it would be
unaffected.]

2019-06-24: Awaiting
decision: Extension of time until 2019-07-19. See also new planning
applications above. This is the grade II listed, stone building, in
grounds, on Cowley Lane. The existing gate posts are to be re-used,
but the entrance is to be controlled by adding 2.4 meter high
sliding gates. In addition, although the existing low stone boundary
wall at the side of the house is still shown on the plans with the
beach hedge behind; behind both of these are shown a new 2.4 meter
high acoustic fence. An extension of time
until 19th
July has been agreed. ]

Still awaiting
decision: The house is accessed from the road which veers off to the
left of Jumble Lane, just before the M1. No 15 is to the left as
this road turns left towards the Cattery / Hartwell House. The plan
was marked “TOTAL PROPOSED EXTENSION 112.8M3, and suggests that
this is just less than one third the volume of the existing house.
The applicants may have chosen this ratio because
of the definition of “minor addition” in Sheffield City
Council’s Guideline
9 - “Extensions in the Green Belt ...”. This guideline does
however add that each application is to be judged on its merits and
mentions the impact of the proposed extension to the open character
of the Green Belt. Since the
extension appears to run along the edge of the road, it might be
thought to close off part of the Green Belt. On the other hand, no
objections have appeared on the site and I have not yet managed to
get up to see the site to see it. ].

The next SCC Planning Committee meeting does not list any “Ecclesfield” applications, but anybody concerned about the following meeting which is on 14th May might be able to check when the agenda is published nearer the time at democracy.sheffield.gov.uk/ieListMeetings.aspx?CommitteeId=373 .
Morrisons is listed as having applied for minor variations of layout. I did not find any other alcohol Licensing Applications for “Ecclesfield” or “S35 9” in the pending applications list dated 18th June 2019.
