2. We have an offer from the Frack-Free Ecclesfield and Chapeltown Group to help erect and dismantle our gazebo. They also have a banner to display, but theirs is horizontal, and so perhaps could be accommodated with ours.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
Sheffield Telegraph published Historic England’s latest Heritage Risk Register, which still includes “Willow Garth moated site and fishpond” and “Handlands Romano-British settlement near Woodseats Farm”.
The Players Lounge is still listed as for sale, with suggestion for replacement with 2 detached, 4 semi, and 4 apartments.
Fortunately perhaps, the Anti-Fracking group has still not identified any tankers coming to Ecclesfield from, for example the “misson” site towards Doncaster. They say that some fracking waste has been taken to Leeds, however fracking in general seems to be in retreat.
The missing Minod Monger was found by a dog walker near Horbury Lane, which is just across the fields from Elliott Lane.
Morrisons community noticeboard is back, but I have not yet been able to find space to put our meeting dates on it.
I have been told that Ecclesfield Parish Council have decided to provide a significant proportion of their resources on maintaining equipment in their area’s parks.
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets.
* We are continuing to liaise with the Group to find out whether fracking waste is coming to Ecclesfield.
*
It is a bit early yet, but following our
submission
to it, we are expecting the Government to publish the results of
their Consultation
on Protecting and Enhancing England's Trees
and
make a decision.
* We have a baseline figure for the
radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* I have been
experimenting with, but am still not happy with the more secure
website
at
https://ecclesfieldgroups.co.uk/
If anybody has any comments on doing something similar with, or any
other aspects of our website, just let me know.
* We
have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].

* Sheffield City Council’s
alcohol

system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.

This is the large, fairly-new detached house,
at the top of Scholes rise, just behind the High Street. The
proposed two storey extension, extends the width of the two storey
house to encompass the full width of the double garage in front of
it, and may be over-development. There is an objection from an
occupant of the High Street, whose lower lying garden ends close to,
and could be overlooked by the extension.]

Awaiting
decision: South Yorkshire Police have “strongly” objected to
this application. We did not object ourselves, but we did write to
the Police to make sure they knew of the possible change. The
response came from the “Snig Hill” Station, so I don’t think
it was our letter that prompted the Police response. However, this
does mean that we have a contact, should we want to talk to the
Police about planning issues in the future.
This seems to
be an additional entrance to Morrisons Petrol station and car park.
Space seems to have been obtained by moving the recycling bins, but
I could not see where these are proposed to be moved to. There is
already one objector, who sited the difficulty traffic already has
in turning from Station Road onto the common at peak times, and
which would presumably be made worse by the proposed entrance into
Morrisons. Also the possibility that some drivers would use the new
entrance to cut through Morrisons to avoid this. Also, Ecclesfield
Police Station with its emergency exit opposite to the proposed new
vehicular access, did not seem to be on the list of organisations
consulted or informed of the proposal]

Rotherham Wildlife Trust have now objected, mentioning the presence
of skylarks and linnets, and asking for “compensatory habitat”
and discussions on the opportunities for “appropriate
management”.
This application is being made on behalf
of Peel Logistics. They propose a 31,818 square meter transport hub.
This is serviced by 294 parking spaces, including 34 covered cycle
spaces - with showers, 22 disabled parking spaces, and 18 EV
charging points.
Total energy consumption is predicted to be
691MWattHour/year. To put this in perspective, at 3p a
kWattHour the total energy bill would be £21k/year. Installed
electric lighting is rated at only 6.2 KW, which may be one reason
why Solar panels are only promised to offset 10% of the total energy
demand. The balance of energy consumption seems to be accounted for
by gas powered condensing boilers.
The building is described as
being on a plateau and offices, accessed by a lift are included,
which may be why the height of the roof apex would be 18 meters.
Although the site is positioned away from Nether Lane, and
twenty-two extra heavy standard trees plus ten heavy standard trees
are promised, this does mean that the building would be visible from
several places in Ecclesfield. Blackburn
brook is just behind the site, but the applicants say it would be
unaffected.]

said that the proposed extension had a width exceeding the width of
the entire original dwellinghouse, so would exceed the allowed “half
the width of the entire dwellinghouse.]
[This
is the property on the corner of the road leading to Hartwell House.
The application says that the single storey extension is 7m from the
rear of the property, to a height of 4m. It thus extends into the
large garden.
The application form says that this is a
"Notification for Prior Approval" as a "General
Permitted Development", (i.e. not a planning application). from
the brief details this looks as if this merely refers to the "side
extension" for this house which we considered previously and
decided not to object to.
However, since this is the first time
we have seen a “Permitted Development”, I took the opportunity
to look at the act referred to and set out here what I
found...
Looking at

I think there can still be an
objection if ...
*
the area of the extension exceeds 50% of the garden area; or
*
the maximum height exceeds that of the highest part of the existing
dwellinghouse; or
* the height of the
eaves exceeds the height of the eaves of the existing dwellinghouse;
or
* the extension extends beyond the
front of the original dwellinghouse; or
*
the proposal increases the width of the front of the
dwellinghouse.
Presumably the plans satisfy each of these
requirements. There may also be other requirements. One of these
seems to be a limit of 4 metres behind the original dwellinghouse,
but I can't square this with the 7m declared in the application
form. If members want, we could presumably look into or investigate
this further.]

Rejected:
The officer concluded that “the appearance would be overly
dominant and would not appear as a minor addition”, and referred
to Green Belt Policy GE6. However,
see the re-application above.
The house is accessed from the
road which veers off to the left of Jumble Lane, just before the M1.
No 15 is to the left as this road turns left towards the Cattery /
Hartwell House. The plan was marked “TOTAL PROPOSED EXTENSION
112.8M3, and suggests that this is just less than one third the
volume of the existing house. The applicants may have chosen this
ratio because of the definition of
“minor addition” in Sheffield City Council’s Guideline
9 - “Extensions in the Green Belt ...”. This guideline does
however add that each application is to be judged on its merits and
mentions the impact of the proposed extension to the open character
of the Green Belt. Since the
extension appears to run along the edge of the road, it might be
thought to close off part of the Green Belt. On the other hand, no
objections have appeared on the site and I have not yet managed to
get up to see the site to see it. ].
The next SCC Planning Committee meeting is on 6th Aug. Members might be able to check when the agenda is published nearer the time at democracy.sheffield.gov.uk/ieListMeetings.aspx?CommitteeId=373 .
Morrisons is listed as having applied for minor variations of layout. I did not find any other alcohol Licensing Applications for “Ecclesfield” or “S35 9” in the pending applications list dated 22nd July 2019.
