Agenda
for the Conservation meeting of
2019-09-24 at
19:00 in “The Stocks”
A. Chair: RT is away, so we might just have an informal discussion.
B. Any apologies
D. Items we might discuss include (see below for details)
Reports on our attendance at the Gala and in St. Mary’s Church.
Update on the re-printing of our Industrial Heritage Leaflets.
If we want to complete it, the South Yorkshire Police Road Safety survey.
Progress on the re-launch of our on-line archive.
X. Any Planning concerns. See the penultimate section.
Y. Any questions or comments on the “Emails received”, “Information watch”, or “Outstanding Interests” sections below; or any other business.
Z. To confirm or change the next meeting date of 22nd of October.
1. Two plastic brackets broke in the wind, putting our gazebo out of action during the Gala. Similar gazebo parts are available on ebay for e.g. £4.98. We might want to give them a try, although the dimensions don’t look right to me.
We also found that we had to put a collar on our flag banner to extend the pole and eliminate some creases which prevented the words being visible. We could continue to do this, but since it weakens the joint between the poles, we might prefer to put the problem back to the supplier.
3. South Yorkshire Police have an online survey on road safety issues until 27th September at https://www.snapsurveys.com/wh/s.asp?k=155309464212 which we might like to complete.
4. Amazon S3 looks cheap enough to host our archive. I have therefore created a test site, which members can check out at thorpe-hesley.ecclesfieldgroups.co.uk. If I can get the photographs etc. off the old disks, and find some good album software to compile thumbnails, and generate the necessary static web pages, then we can have our archive back.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
The Star says that Ecclesfield is collaborating in a project on local Lumber Jills, and giving the contact number 263 4335.
Chapeltown Library is starting a group to talk about sporting memories. Fortnightly, starting at 10:30 am on Tuesday 1st October.
There is an online survey to inform a report to the City Region Mayor on South Yorkshire bus services at https://www.surveymonkey.co.uk/r/MCVNLH6 .
The Players Lounge, which the Star reported caused an armed response from South Yorkshire Police last month, is still listed as for sale, with suggestion for replacement with 2 detached, 4 semi, and 4 apartments.
The Marsh Lane Fracking site is reported as still not being active, which is perhaps why there do not seem to have been any reports of fracking waste water coming to Ecclesfield.
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets. Also, The Star (Aug 16th) reported on 20 historic buildings (none of them in Ecclesfield) which Sheffield City Council are trying to save.
* We are continuing to liaise with the Frack-free Group to find out whether fracking waste is coming to Ecclesfield.
*
It might
have got stuck behind other business, but
following our
submission
to it, we are expecting the Government to publish the results of
their Consultation
on Protecting and Enhancing England's Trees
and
hopefully
increase the protection given to trees
and woodlands.
*
We have a baseline figure for the radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* We have a
fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].
*
We still have plans to survey major
trees
within
the Conservation Area.
* Sheffield City Council’s
alcohol
licensing
system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.
The
following planning applications and appeals were found by searching

this may not be a consideration.]

[ Two neighbours have so
far objected to this retrospective application for an extension to
the existing car park. One complains that the level of the land has
been raised, which both pushes their wall inwards, and is saturating
their land. They ask that this area be returned to Shrubs and
Natural habitat. Another says that the photographs submitted are out
of date and do not show land levels. This objector also questions
manoeuvrability, and suggests that there is no provision for light
goods/public carrier vehicles, asking that the exact area of car
park be outlined. Our MP, Angel Smith has also written, saying that
the issue to go to the planning board on the grounds of local
interest, and for an extension to the deadline for submitting
comments of of 7th September, on the grounds that the notices
(recorded as going out on 16th August) were only received on 22nd,
and the EPC and Ecclesfield Conservation may not meet as
frequently.
We have received an email from one of our
members, which makes several good points including that ...
1)
Parking did previously exist on the site, but went when that part of
the land was sold to build Meadow Farm.
2) Tyres and other
rubbish have been dumped on this part of the sports ground, and may
not have been buried, rather than being properly cleared away.
3)
The site of the old and extension car parks is in the Green Belt.
4)
Rather worryingly, "Sheffield & Rotherham Strategic Housing
Land Availability Assessment" (SRHLAA) shows the whole site,
(as well as the fields stretching to Whitely Lane) has been
"Suggested to the Council".]

A neighbour objected on the
grounds that a business being run from the premises was causing
parking problems. Another neighbour has objected on the grounds of
“overlooking”, and Councilor Andy Bainbridge has obtained a
reply and promise to visit the site from planning officer Farah
Khan.
This is the large, fairly-new detached house, at the top
of Scholes rise, just behind the High Street. The proposed two
storey extension, extends the width of the two storey house to
encompass the full width of the double garage in front of it, and
may be over-development. There is an objection from an occupant of
the High Street, whose lower lying garden ends close to, and could
be overlooked by the extension.]

At Smithy Wood Drive And Cowley Way Sheffield S35 1QN
Ref. No:
19/01557/FUL | Received: Wed 01 May 2019 | Validated: Fri 10 May
2019
[ 2019-09-22: Awaiting decision:
Surprisingly, SCC
identified 41 companies on the “Nether Lane”/Smithy Wood Drive/
Cowley Way/Station Road complex, which even allowing for the 5
returned undelivered, still leaves 36 companies in the area.
South
Yorkshire Police have now commented, referring to local burglaries
and scrap metal thefts, and suggesting CCTV.
Yorkshire Water
commented that surface water was to drain to a pond/soakaway and so
would have no impact on the public sewerage.
Sheffield City
Council’s “Ecology Unit” have also commented. They suggest
greater compensation for loss of “”marshy grassland,
scattered scrub and trees and ephemeral/short-perennial vegetation”,
such as a “green roof”.
Sheffield & Rotherham Wildlife
Trust objected, mentioning the presence of skylarks and linnets, and
asking for “compensatory habitat” and discussions on the
opportunities for “appropriate management”.
This
application is being made on behalf of Peel Logistics. They propose
a 31,818 square meter transport hub. This is serviced by 294 parking
spaces, including 34 covered cycle spaces - with showers, 22
disabled parking spaces, and 18 EV charging points.
Total
energy consumption is predicted to be 691MWattHour/year. To
put this in perspective, at 3p a kWattHour the total energy
bill would be £21k/year. Installed electric lighting is rated at
only 6.2 KW, which may be one reason why Solar panels are only
promised to offset 10% of the total energy demand. The balance of
energy consumption seems to be accounted for by gas powered
condensing boilers.
The building is described as being on a
plateau and offices, accessed by a lift are included, which may be
why the height of the roof apex would be 18 meters. Although the
site is positioned away from Nether Lane, and
twenty-two extra heavy standard trees plus ten heavy standard trees
are promised, this does mean that the building would be visible from
several places in Ecclesfield. Blackburn
brook is just behind the site, but the applicants say it would be
unaffected.]

This is the grade II listed, stone

be re-used, but the entrance is to be controlled by adding 2.4 meter
high sliding gates. In addition, although the existing low stone
boundary wall at the side of the house is still shown on the plans
with the beach hedge behind; behind both of these are shown a new
2.4 meter high acoustic fence. An
extension of time until 19th
July has been agreed. ]

Yorkshire Police have “strongly” objected to this application.
We did not object ourselves, but we did write to the Police to make
sure they knew of the possible change. The response came from the
“Snig Hill” Station, so I don’t think it was our letter that
prompted the Police response. However, this does mean that we have a
contact, should we want to talk to the Police about planning issues
in the future.
This seems to be an additional entrance to
Morrisons Petrol station and car park. Space seems to have been
obtained by moving the recycling bins, but I could not see where
these are proposed to be moved to. There is already one objector,
who sited the difficulty traffic already has in turning from Station
Road onto the common at peak times, and which would presumably be
made worse by the proposed entrance into Morrisons. Also the
possibility that some drivers would use the new entrance to cut
through Morrisons to avoid this. Also, Ecclesfield Police Station
with its emergency exit opposite to the proposed new vehicular
access, did not seem to be on the list of organisations consulted or
informed of the proposal]
