2. Moving the Conservation web site to https, would give users more security in that it would be much harder for anybody to intercept and change its pages. Moving our site to .co.uk, would show users that we have been verified as being located in the UK. The down side is that it is difficult to make either change without some users failing to find the new site. However when Google finally accepted any such changes, it should make the site easier to search for. Note that the village website has already moved to .co.uk., and both the Library and Bloom group remain on it. Unless anybody has any objections, our published first-contact email address could also change to a more authoritative .co.uk address, and cloud storage of our pages could be moved closer to the UK, by changing to the Amazon servers in Ireland.
3. The air pollution pages give the current readings from the new St. Marys Lane PM10 and PM2.5 sensor, and can be found by Googling for:-
Since the pages are new, an exchange of links with the Conservation web site would make them easier for people to find, and any endorsement by the group would give them more authority.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
We received a request from the new owner of the old (Rollem) mill building for any information (or photographs).
The Marsh Lane Fracking site is reported as still not being active, which is perhaps why there do not seem to have been any reports of fracking waste water coming to Ecclesfield.
Outstanding interests
If any members can help, or want to bring any of the following up for any other reason, they can do so in any other business.
* Gazebo repair, and Flag Banner modifications still ongoing.
* Fortunately, when I checked, there were no planning applications for the old co-op building, and our High Street is surviving. Nevertheless we are still trying looking for ways of get the SCC to answer our list of questions about the survival of our High Street, and hoping that the Parish Council will produce a local plan including provision for High Streets. Also, The Star (Aug 16th) reported on 20 historic buildings (none of them in Ecclesfield) which Sheffield City Council are trying to save.
* We are continuing to liaise with the Frack-free Group to find out whether fracking waste is coming to Ecclesfield.

Following
our
submission
to it, 361
respondents agreed, as we did, that Local Authorities should have a
duty to consult before felling street trees. However,
367,disagreed. In spite of what might appear a narrow defeat, the
Government has published
their
intension to press ahead with an Environment
Bill, including the duty to report.
*
We have a baseline figure for the radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges. However, it occurred to me recently that if anybody can
suggest a suitable access point, a measurement upstream of FCC
environmental might also be useful.
* We have a
fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].

We still have plans to survey major
trees
within
the Conservation Area. If
we get a “duty to report”, then we might want to concentrate on
those to which the new duty applies.

Sheffield City Council’s alcohol
licensing
system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.

month for the incorporation of 6 flats. This application adds a 9
metre wide entrance porch, presumably for these flats. The porch
takes the side of the building roughly 2 metres nearer to the
Kitchen showroom, and looks as if its double doors will be visible
from the road.]

[ 2019-10-21: Awaiting decision. Five
neighbours have now objected, and one supported this
retrospective application for an extension to the existing car park.
See
this Star article. Among the complaints are that
to make the car park the level of the land was
raised, which both pushes the householder’s boundary
wall inwards, and is saturating their land. They ask that this
area be returned to Shrubs and Natural habitat. Another says that
the photographs submitted are out of date and do not show land
levels. This objector also questions manoeuvrability, and suggests
that there is no provision for light goods/public carrier vehicles,
asking that the exact area of car park be outlined. Our MP, Angel
Smith has also written, asking that the issue go to
the planning board on the grounds of local interest.
We
have received an email from one of our members, which makes several
good points including that ...
1) Parking did previously exist
on the site, but went when that part of the land was sold to build
Meadow Farm.
2) Tyres and other rubbish have been dumped on
this part of the sports ground, and may have been buried, rather
than being properly cleared away.
3) The site of the old and
extension car parks is in the Green Belt.
4) Rather worryingly,
"Sheffield & Rotherham Strategic Housing Land Availability
Assessment" (SRHLAA) shows the whole site, (as well as the
fields stretching to Whitely Lane) has been "Suggested to
the Council".]

Awaiting decision: A neighbour objected on the grounds that a
business being run from the premises was causing parking problems.
Another neighbour has objected on the grounds of “overlooking”,
and Councilor Andy Bainbridge has obtained a reply and promise to
visit the site from planning officer Farah Khan.
This is the
large, fairly-new detached house, at the top of Scholes rise, just
behind the High Street. The proposed two storey extension, extends
the width of the two storey house to encompass the full width of the
double garage in front of it, and may be over-development. There is
an objection from an occupant of the High Street, whose lower lying
garden ends close to, and could be overlooked by the extension.]

Accordingly, a six metre
buffer zone has been agreed along the western and southern edges of
the site.
Surprisingly, SCC identified 41 companies on the
“Nether Lane”/Smithy Wood Drive/ Cowley Way/Station Road
complex, which even allowing for the 5 returned undelivered, still
leaves 36 companies in the area.
South Yorkshire Police have
now commented, referring to local burglaries and scrap metal thefts,
and suggesting CCTV.
Yorkshire Water commented that surface
water was to drain to a pond/soakaway and so would have no impact on
the public sewerage.
Sheffield City Council’s “Ecology
Unit” have also commented. They suggest greater compensation
for loss of “”marshy grassland, scattered scrub and trees and
ephemeral/short-perennial vegetation”, such as a “green
roof”.
Sheffield & Rotherham Wildlife Trust objected,
mentioning the presence of skylarks and linnets, and asking for
“compensatory habitat” and discussions on the opportunities for
“appropriate management”.
This application is being made on
behalf of Peel Logistics. They propose a 31,818 square meter
transport hub. This is serviced by 294 parking spaces, including 34
covered cycle spaces - with showers, 22 disabled parking spaces, and
18 EV charging points.
Total energy consumption is predicted to
be 691MWattHour/year. To put this in perspective, at 3p a
kWattHour the total energy bill would be £21k/year. Installed
electric lighting is rated at only 6.2 KW, which may be one reason
why Solar panels are only promised to offset 10% of the total energy
demand. The balance of energy consumption seems to be accounted for
by gas powered condensing boilers.
The building is described as
being on a plateau and offices, accessed by a lift are included,
which may be why the height of the roof apex would be 18 meters.
Although the site is positioned away from Nether Lane, and
twenty-two extra heavy standard trees plus ten heavy standard trees
are promised, this does mean that the building would be visible from
several places in Ecclesfield. Blackburn
brook is just behind the site, but the applicants say it would be
unaffected.]

This is the grade
II listed building on the left on the way to Chapeltown. There has
been one objection on the grounds of a possible increase in flooding
from the proposed “new drain”. I don't know why there are two
applications for what appears to me to be the same proposal.]
The next SCC Planning Committee meeting is on 29th October 2019, but I could not see any Ecclesfield applications mentioned in the agenda. Interested members might be able to check the agendas for the next meeting, which is on 19th November and further meetings nearer the time at democracy.sheffield.gov.uk/ieListMeetings.aspx?CommitteeId=373 .
I did not find any alcohol Licensing Applications for “Ecclesfield” or “S35 9” in the pending applications list dated 21 October 2019.
