1 . Whether to promote such a speed camera, e.g. by linking the petition from our website. See The Star article on the Police’s recent use of a Speed Gun to enforce the 30mph limit on Town End road.
The items in the next few sections will not be gone through one by one, but can be discussed in any other business if any member wishes to bring them up.
In case anybody is worried about flooding, they can Google for "Ecclesfield Events" and click on the link to "level of Blackburn Brook outside Morrisons".
HS2 seems to have been given the go ahead, together with plans to improve rail connectivity more generally, producing the interesting rail map at https://www.hs2.org.uk/stations/liverpool/. It claims to reduce the Sheffield-London time from 2h 1 min to 1h 27 min.
There is a petition to ask the Council to bring back the 16 volunteer libraries under Council control and run them with Council staff.

* Members noted that the old RBS site at 75 The Common, has been taken off the market – presumably sold. There has been a suggestion on Facebook that it was bought to turn it into a Costa Coffee.
* Previous meetings agreed that our web site should link to the Black Bull's advertisement for a manager at https://www.findmypub.com/properties/view/25611.
* Following our submission to it, 361 respondents agreed, as we did, that Local Authorities should have a duty to consult before felling street trees. However, 367,disagreed. In spite of what might appear a narrow defeat, the Government’s “Environment Bill” containing the requirement (In section 101) is due to have its second reading on 26th February. Click for a legal summary.
* We are continuing to liaise with the Frack-free Group to find out whether the current moratorium on fracking might fail to prevent waste water coming to Ecclesfield (as reported here).
* We still have to move our website to https:, and copy our photographs and other historical material to the low-cost Amazon cloud.
* We have purchased the bits and repaired our Gazebo. The Flag Banner modifications still ongoing.

Fortunately, when I checked, there were no planning applications for
the old
co-op building,
and our High Street is surviving. Nevertheless we are still trying
looking for ways of get the SCC to answer our list of questions about
the survival of our High Street, and hoping that the Parish Council
will produce a local plan including provision for High Streets. Also,
The Star (Aug 16th)
reported on 20 historic buildings (none
of them in Ecclesfield)
which Sheffield City Council are trying to save.

We have a baseline figure for the radioactivity in Blackburn
brook,
ready to check for any increase, whether due to fracking or any other
discharges.
* We have a fireproof trunk for storing
archive material.
Members might prefer a more generally accessible location if one can
be found [As well as perhaps other things such as our Gazebo].

We still have plans to survey major
trees
within
the Conservation Area. If we get a “duty to report”, then we
might want to concentrate on those to which the new duty applies.

Sheffield City Council’s alcohol
licensing
system
is still not on-line. This not only makes it difficult for anybody to
find out what restrictions apply to any licenses granted in the past,
but we may be missing some of their new decisions, since we can only
see the latest (2 week?) decisions.

is the Kitchens and Laminates warehouse.
As well as extending
the warehouse 6 metres to the rear, the proposal also includes
replacing the domed roof to the front of the warehouse with a single
storey extension. There is also reference to additional hard
standing.
Extending the warehouse backwards, rather than
forwards means that mass of undergrowth and habitat for local wild
life will be lost, but presumably this direction was chosen to leave
customer parking intact.
As the application notes, there is a
history of flooding on Green Lane, but presumably the site owners
are aware of, and have taken this into account.
The next door
chocolate warehouse may however object since they seem to have have
been more affected than the kitchen warehouse, and this could be
worsened by the replacement of water-absorbing scrub-land and grass,
with roof and tarmac. There were also suggestions that Yorkshire
Water's drain serving the industrial units in the Morrisons
Supermarket and Station Road area may have been overloaded.

So far there is an

Objections mention the effect of a large chain on local cafes,
traffic, litter, flooding and discharge of water to Whitely Brook,
and the sale of sugary fast food near a school.

Refused:
Case officer mentioned traffic entering, exiting, and queuing on a
40mph bend, run-off water freezing on the carriageway, lack
of parking for the restaurant, visual amenity, and the presence of
other car washes within a 5-10 minute drive.
The applicant
appears to have appealed, but the case has not yet appeared on
https://acp.planninginspectorate.gov.uk/ViewCase.aspx?caseid=3247522
.
The application involves the car park just
beyond the Jumaira Spice restaurant.
Neighbours have objected,
mentioning...
i) the sub-standard entrance with its proximity
to the bend, junction with Church Street and nearby start of the
40mph speed limit, with school children having to walk across the
entrance, and the possibility of cars queuing on the Common and
causing congestion and delays.
ii) the canopy (currently on
site) is described as an eye sore, and the containers have graffiti
and are not in keeping with the neighbourhood.
iii) the
proximity of the Conservation Area.
iv) flooding
v)
drainage needed by a car wash, and the water which might spill off
the washed cars on to the road and cause accidents, especially if it
freezes in winter.
vi) There are already car washes at
Morrisons and on Barnsley Road, among others.
vii) The
detergents and other chemicals used in a car wash may not be healthy
near a restaurant, and could get into nearby Blackburn Brook.
iix)
Noise from pressure washers would disturb neighbours.
ix) The
splay and position of trees shown on the documents may be incorrect,
requiring more trees to be felled to provide visibility.
There
is also a suggestion of an intention to sell used cars from the car
park.
There is also a suggestion that trees have already been
removed, and a question as to whether existing trees could be
protected.]

Still Awaiting decision. Five neighbours have objected, however
there is now an online petition signed by 944 people in support of
this extension to the existing car park, largely to avoid visitors
having to park on the opposite side of the road, and thus children
etc. having to cross the road. See
this Star article. Among the complaints are that to make
the car park the level of the land was raised, which both pushes the
householder’s boundary wall inwards, and is saturating
their land. They ask that this area be returned to Shrubs and
Natural habitat. Another says that the photographs submitted are out
of date and do not show land levels. This objector also questions
manoeuvrability, and suggests that there is no provision for light
goods/public carrier vehicles, asking that the exact area of car
park be outlined. Our MP, Angel Smith has also written, asking
that the issue go to the planning board on the grounds of local
interest.
We have received an email from one of our
members, which makes several points including that ...
1)
Parking did previously exist on the site, but went when that part of
the land was sold to build Meadow Farm.
2) Tyres and other
rubbish have been dumped on this part of the sports ground, and may
have been buried, rather than being properly cleared away.
3)
The site of the old and extension car parks is in the Green Belt.
4)
Rather worryingly, "Sheffield & Rotherham Strategic Housing
Land Availability Assessment" (SRHLAA) shows the whole site,
(as well as the fields stretching to Whitely Lane) has been
"Suggested to the Council".]

neighbour objected on the grounds that a business being run from the
premises was causing parking problems. Another neighbour has
objected on the grounds of “overlooking”, and Councilor Andy
Bainbridge has obtained a reply and promise to visit the site from
planning officer Farah Khan.
This is the large, fairly-new
detached house, at the top of Scholes rise, just behind the High
Street. The proposed two storey extension, extends the width of the
two storey house to encompass the full width of the double garage in
front of it, and may be over-development. There is an objection from
an occupant of the High Street, whose lower lying garden ends close
to, and could be overlooked by the extension.]
