Agenda for the Conservation meeting of 2012-11-19 at 19:30 in the lounge bar of “The Stocks”
a. Welcome: to members, new members, and visitors.
b. Any Apologies:
c. Minutes: Acceptance or amendment to the minutes of the previous meeting, prior to their being published on our web site.
1. Heritage Boards: JE’s report on progress on the two new industrial heritage boards, and discussion of any last minute arrangements for the unveiling ceremony on Saturday, 1st December.
2. Christmas Tree: Progress on the Christmas tree, prior to the Carol Singing on Sunday, 9th December.
3. New Projects: Discussion on whether to apply for funding under the “small grants” scheme, and if so for what. (See Information on Small Grants below. Also there is a possibility that EPIP may be prepared to fund the scanning of the Ridge ledgers, but this needs access to an A3 scanner).
x. Planning applications: See "New Planning Applications" below. The coloured sections underneath, entitled, “Previous Planning Applications still pending”, and “…Granted”, are for member’s information, and probably don’t need discussing again.
y. Any other business.
z. Next meeting.
Communications received, e.g. on
Will all street lights be replaced?
It depends how old the columns are. If the lampposts are new, they will only be replacing the lamp head with a new LED version.
What about conservation areas?
There is a heritage model of the street lamps for the conservation areas. The idea of this model is that it will be sympathetic to the character of the conservation areas. All lamp heads will be changed to the more energy efficient version.

New Planning Applications
Single-storey side extension and front and rear porches and new pitched roof
92 Mill Road Sheffield S35 9XQ
Ref. No: 12/03506/FUL | Received: Thu 08 Nov 2012 | Validated: Thu 08 Nov 2012 | Status: Pending Consideration
[This is not on Mill road itself, but set back behind the row of pre-fabs fronting on to Mill Road. On the other hand, the plans show a 1.8 meter front porch, a 3 meter rear porch, and a 2.1 meter side extension to a set of otherwise identical, unique pre-fabs.]
Land East Of The Railway South Of Smithy Wood Drive Sheffield S35 1QN
Ref. No: 12/03501/COND | Received: Wed 07 Nov 2012 | Validated: Wed 07 Nov 2012 | Status: Pending Consideration
[At first glance, the plans look extensive, complicated, and thorough. They also contain health and safety cautions about “trenches” and “shoring”.]
Pruning of Tree (Ecclesfield Conservation Area)
35 High Street Ecclesfield Sheffield S35 9XA
Ref. No: 12/03453/TCA | Received: Mon 05 Nov 2012 | Validated: Mon 05 Nov 2012 | Status: Pending Consideration
[This is a large sycamore tree with 3 trunk sections. It is proposed to remove the trunk which is endangering a garage roof.]
Morrisons Supermarket 299 The Common Sheffield S35 9WJ
Ref. No: 12/03314/FUL | Received: Wed 24 Oct 2012 | Validated: Wed 24 Oct 2012 | Status: Pending Consideration
[The proposed increase in opening hours has produced one objection from a neighbour on the grounds that the noise from the loudspeakers calling out instructions to petrol customers between the existing hours of 7:00 and 22:00 is already too great.]
8 Town End Road Sheffield S35 9YY
Ref. No: 12/03238/FUL | Received: Mon 15 Oct 2012 | Validated: Mon 15 Oct 2012 | Status: Pending Consideration
[This is the Jaguar Estates offices opposite The Square. I did not spot any external changes, even to the number of windows.]
Single storey extension to rear of dwellinghouse with undercroft, ramped access and terrace
334 The Wheel Sheffield S35 9ZB
Ref. No: 12/03029/FUL | Received: Mon 01 Oct 2012 | Validated: Thu 08 Nov 2012 | Status: Pending Consideration
[This is one of the houses beyond The Wheel . The plans show a new ramp to the left of the building, going down to a new paved area, basement/garden store and bedroom extension at the back. From the proposed side elevation, the sloping roof of the extension appears to me to be well below the level of the existing house roof.]
Black Bull Sky Sports Sign
[I have not yet seen a planning application for this, but a member asked whether such signs are should be subject to planning control, especially as this sign does not seem to be in keeping with either the area or the signs on the other side of the Black Bull.]
Single storey extension to office building (Application under section 192)
Firth Rixson
Johnson Lane Ecclesfield Sheffield S35 9XG
Ref. No: 12/02956/LD2 | Received: Tue 25 Sep 2012 | Validated: Thu 27 Sep 2012
| Status: Pending Consideration
[The site spans Station road, Johnson Lane, and the railway line, but the extension seems to be on the side of the building away from the road, so I could not see anything to comment on]
Apts
1-2 44 High Street, Apts 1-4 46 High Street And 1-2 48 High Street (Trinity
Methodist Church) Ecclesfield Sheffield S35
Ref. No: 12/02913/COND | Received: Tue 18 Sep 2012 | Validated: Tue 18 Sep 2012
| Status: Pending Consideration
[I could not spot anything amiss in what looked to me like a high quality
specification. 8 flats are included in the plans however]
Application
to discharge condition numbers: 3. External materials 4. Site boundary
treatment and 5. Landscape belt in relation to planning permission 11/03358/FUL
Bradburys Haulage 68A Yew Lane Sheffield S5 9AN
Ref. No: 12/02814/COND | Received: Tue 04 Sep 2012 | Validated: Tue 04 Sep 2012
| Status: Still Pending Consideration
[This includes a request to use artificial, instead of natural stone for the
new building, on the grounds that it cannot be seen from surrounding buildings
or a public highway. It also describes walls above 2.1m being clad in “Regent
timber tongue and groove profile in Gold colour”. We have already objected
to this application.]
Coal Recovery and Restoration Scheme
Former Hesley Wood Tip Smithy Wood Road Chapeltown Sheffield S61 2SE
Ref. No: 12/01946/FUL | Received: Fri 29 Jun 2012 | Validated: Mon 02 Jul 2012 | Status: Pending Consideration
[The site plan shows this to be to the North of Cowley Hill, running between Chapeltown and the M1 to stop just before Hesley wood. RecyCoal say that a coal washing plant will be built, 35 local jobs created, and 395,000 tonnes of coal extracted over 3 years. Access to the site is directly on to Cowley Hill and thence to M1 J35. Soil will then be imported and planted with grass and 41,000 trees. "A" frame barriers will then be installed, giving access to hard surfaced paths. Ancient woodland on the edge of the site will be preserved. The site is within the Green Belt and two residents have objected, on nature conservation, amenity and environmental grounds. Also, Natural England are recommending that an "Environmental Statement" be prepared, but I don't know whether this has been done.]
Alterations to shop front including provision of acess ramp
109-111 High
Street Ecclesfield Sheffield S35 9XA
Ref. No: 12/02927/FUL | Received: Fri 21 Sep 2012 | Validated: Fri 21 Sep 2012
|
[This is Crampton & Moore’s shop. For some reason, the drawing was
blank, but the description mentions replacement of the existing steps with a
ramp and handrail, and replacement of signage]. – Granted conditionally
Land East Of The
Railway South Of Smithy Wood Drive Sheffield S35 1QN
Ref. No: 12/02851/NMA | Received: Thu 06 Sep 2012 | Validated: Thu 06 Sep 2012
[The plans show 13, massive 6m * 4m doors at the front, with similar number at the back, so any difficulties with the doors could be a major issue.] – Granted
All the above were found using Ward = "East Ecclesfield", Parish = "Ecclesfield Parish Council", "Validated from" = 28th Sep 2012 to 16th November 2012.
